Warwick Business School to launch new Postgraduate Diploma in Public Finance & Leadership
Senior civil servants in central government will be able to fast track to chartered accountancy status in under two years on completion of a new and unique programme, which is being launched this month by the Chartered Institute of Public Finance and Accountancy (CIPFA) and Warwick Business School (WBS), following consultation with HM Treasury.
Upon successful completion of a Postgraduate Diploma in Public Finance and Leadership and CIPFA's Final Test of Professional Competence, the postgraduates will become full CIPFA members, entitled to hold the designatory Chartered Public Finance Accountant letters (CPFA) after their name.
The joint programme will sharpen the knowledge and skills of experienced senior civil servants, further helping them contribute to improved financial management in central government. This is a key area for improvement identified by the Prime Minister as part of the improved efficiency agenda in the public sector.
The programme has been developed in direct response to government concerns about professional standards in government departments. It will also help to ensure senior civil servants have the right mix of skills and expertise needed to deliver the 'world class' public services that the government and the general public requires of them.
Backing the new programme, Gus O'Donnell, HM Treasury permanent secretary, said:
"The Government aims to transform the skill levels in finance in Central Government and is keen to promote professional qualifications among finance officials as part of this. This joint qualification is one of the fast track routes available to central government finance officials. Taking such a qualification will help overcome some of the difficulties faced by non-accountants in finance posts, or help those wishing to prepare themselves for finance posts."

It combines the Warwick Postgraduate Diploma in Public Finance and Leadership with the CIPFA Final Test of Professional Competence to achieve a creative and unique route to the CIPFA professional accountancy qualification.
"We are confident that the programme will accelerate the essential accountancy and management skills needed by senior civil servants in their new role, in addition to awarding them CIPFA chartered accountant membership."
