How can HRM help turn a workforce into an army of entrepreneurs?

Established organisations, both in the private sector and public sector, often want to become more entrepreneurial, quicker to respond, better able to satisfy customers and find new opportunities. Indeed, this kind of 'corporate entrepreneurship' may be key to survival. Yet,  entrepreneurship in an established organisation is complicated by bureaucratic structures, differentiated jobs, roles and hierarchies. There are numerous hurdles to overcome, both at the individual level (risk aversion) and the organisational level (structural impediments). This discussion will address where HR fits in this picture, and will identify the 'levers' available to stimulate and support entrepreneurial behaviour at the individual level, and innovation and responsiveness at the organisational level.
